Exeter City Council (ECC) is the local authority responsible for the full range of council services in the Exeter area.
The Council was looking for a partner who could provide a co-ordinated approach to managing contract staff. They felt a unified approach, together with a framework for pay rates, would result in cost effectiveness and the ability to be able to monitor and control the cost of agency staff.
